Adds a Dtd menu. Dtd as in docbook and xhtml. e.g
<!DOCTYPE book PUBLIC "-//OASIS//DTD DocBook XML V4.3//EN"
"http://www.oasis-open.org/docbook/xml/4.3/docbookx.dtd">;
it currently features 6 dtd's (xml docbook (2). HTML (3), XHTM(1))
The provided skeletons depends on xml.vim for its expansion.
