注释、反注释的插件，
比较有特色的是头部注释，尽量做到智能了，会根据不同的用户名更新代码头部的注释，并且更新方式和内容是可以自定义的。

install details

放到vim主文件夹的plugin目录即可，linux下是 ./vim/plugin/
然后，按两次 \ct 试试
